OCL assisted The City of Toronto with an international executive search engagement to identify and attract a City Manager / Chief Administrative Officer. This chief executive role contributes leadership, strategy, direction and enthusiasm to Canada's 6th largest government - a City with 45,000 employees and a combined annual operating and capital budget of $7.5 billion.

 
One of the significant challenges for this engagement was to ensure strong strategic communications. A senior internal human resources director was assigned to assist OCL but was precluded from attending any meetings of the Selection Panel. Therefore, it was imperative to develop and implement an effective communications strategy and plan.
